Function of the drain holes in the tube bank partition plates

As the title suggests, I would like to ask whether, in a shell and tube heat exchanger with fixed tube sheets, exhaust holes are necessary if there are partition plates, and what is the function of these holes?
This is presumably to avoid shutdowns due to lack of stock; those where stock cannot be stored don’t need it.
