Help: The outdoor sewage pipe (cement pipe DN400) is blocked – how can it be cleared?

The pipe is too small for a person to get inside; how can it be cleared? I’d appreciate some advice. (It’s likely that the blockage was caused by a dump truck from the power plant dumping fly ash into an inspection well that didn’t have a lid, which led to the blockage.)
Find a high-pressure water washer for inside pipes. There is an integral component at the end of the washer, equipped with several jet holes; after high-pressure water is ejected, it pushes this component forward in the direct path ahead and to the rear-sides, with a hose attached at the back.
I’ve seen those cleaning vehicles at our factory; they have a long hose attached to them, along with a pump. Water is pumped out for cleaning, while it also flows into the pipes, flushing from the outlet well in the opposite direction – essentially doing a kind of ‘cleaning out’ action.
Find someone who knows how to deal with sewers; they have professional equipment
A high-pressure water gun will do. You can try using fire extinguishing water first. If you can’t break it, use a high-pressure water gun, the kind that moves forward automatically while spraying. I can’t recall the professional name for that gun nozzle, but I’ve seen others clear it in this way.
