On the effects of low temperatures on valves

Our facility is currently shut down. To prevent the valves from rusting, it is specified that each valve be tested once every Thursday. During the first half of this week, temperatures were low and there was snow and rain (around 0 degrees). When testing the valves today, many of them showed signs of sticking and failing to open or close properly. Please give some guidance and explain in detail where the impact lies. Just to add, there is no medium in the pipeline at the moment.
Could there be blockages in the pipeline due to ice formation caused by liquid containing moisture that hasn’t been thoroughly purged?
Low temperatures can lead to a decline in the transmission’s performance, and snow and ice penetrating into it also have an adverse effect. Things should improve when the weather gets warmer; if there is rust, other methods will be needed to address it.
