Determination of the maximum operating pressure of the pipeline

When studying the selection of design temperature for pipelines, it was noted that the design temperature is the normal operating temperature plus 15–30 degrees. The maximum operating temperature shall not exceed the design temperature. How are the normal operating temperature and the maximum operating temperature defined? How much is the difference between the two of them? Are there any materials I can refer to? Thank you
It is said that the optimal operating temperature should be higher than the design temperature; the maximum operating temperature is the highest temperature that the pipe material can physically withstand, while the design temperature is the highest temperature that it can withstand from a legal perspective.
