For contract projects under the BT model, what tasks should Party A (the owner) carry out? As the owner, it seems like there’s nothing to do, and we’re not sure how to oversee things
Main rights and obligations of Party A 7.1.1 To complete, in accordance with the project schedule, the procedures required for project approval, feasibility studies, land acquisition, compensation for house demolitions, as well as the preliminary design, detailed design, and other preparatory tasks stipulated by the relevant regulations; 7.1.2 To select the agencies responsible for surveying, designing, and supervising the project in compliance with relevant laws and regulations, as well as following market-based and standardized principles; 7.1.3 To supervise and assist Party B in completing the project construction on schedule; 7.1.4 Unless otherwise agreed, not to interfere with Party B’s financing activities; 7.1.5 To have the right to monitor the arrival and usage of funds allocated for the project, in accordance with the provisions set out in the contract; 7.1.6 Party A or an agency appointed by it has the right to inspect and supervise the progress of the project according to the established schedule, to conduct regular or irregular inspections of the project quality, and to review the relevant documents submitted by the project contractors and supervision agencies; 7.1.7 To have the right to commission a qualified auditing agency to carry out oversight audits of the project. In accordance with the relevant regulations regarding investment project management, the final accounts of the project must be audited by the designated auditing authority. 7.1.8 Review the project schedule and supervise Party B in implementing it in accordance with the approved schedule; 7.1.9 Pay Party B the corresponding amounts as stipulated in the BT contract; 7.1.10 Assist Party B in coordinating with local relevant departments; 7.1.11 Be responsible for approving design changes and any adjustments to the project cost during the construction phase; 7.1.12 Be responsible for appointing a supervision company to oversee the project; 7.1.13 Manage the survey and design services during the construction and acceptance phases, with design changes during implementation to be submitted for approval in accordance with the procedures specified in ____**.
