How to restart a sewage treatment plant in winter?

The AO system has a daily processing capacity of 1,200 tons. Due to the intermittent nature of production in the workshop, the system has not been fed with water for almost three months. When the temperature was high, some nutrients were added every few days; but once the temperature dropped, aeration was stopped. Currently, the temperature in the aeration tank is around 5 degrees. Plans are now to resume water feeding. Although there is steam available, it’s still uncertain by how much the temperature can be increased each day, what the target temperature should be, and at what temperature it’s possible to start feeding water in small amounts. Does anyone with experience in this area know anything about it?
