To the Work Safety Committees of various provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps: In order to standardize the statistics on work safety accidents and improve the capacity for statistical services, the State Administration of Work Safety, in accordance with the unified arrangements made by the State Council’s Work Safety Committee, has developed a comprehensive system for direct reporting of work safety statistics. The system for direct online reporting of work safety accident statistics (hereinafter referred to as the direct accident statistics reporting system) has now been established and is set to go into operation on January 1, 2016. The relevant matters are notified as follows: 1. Attach great importance to the direct reporting of accident statistics. At present, the level of informatization in the statistics of production safety accidents is low; due to regular, hierarchical, and industry-specific statistical methods, the timeliness and accuracy of such statistics are poor, failing to meet the needs of current safety production work. It is therefore essential to establish and use a system for direct reporting of accidents, one in which accident information is entered directly by county-level safety supervision departments and statistical data is generated automatically by the system. Implementing direct reporting of accident statistics is a necessary requirement for local people’s governments at all levels and relevant departments to enforce the Safety Production Law and fulfill their responsibilities for overseeing safety production at the local level. It is also an important measure for conducting accident statistics in a scientific and standardized manner, as well as for improving the quality of statistics and the level of services provided. People’s **Safety Committees at all local levels shall strengthen the overall organization, coordination, and guidance of the statistics-related work on production safety accidents within their jurisdictions. In accordance with the unified arrangements and requirements set out in this notice, they shall ensure that the relevant member units of the Safety Committees as well as the grassroots **departments carry out these tasks properly. It is necessary to urge relevant departments to establish and improve systems for reporting and compiling statistics on production safety accidents, to fully understand and grasp all the requirements regarding the centralized handling and direct reporting of such accidents, and to ensure proper implementation of the direct reporting process for accident statistics. II. Earnestly carry out the work of centralized statistics and direct online reporting of accidents. County-level safety supervision departments are responsible for the centralized collection of information on production safety accidents and their direct online reporting; other relevant competent departments with safety supervision responsibilities shall carry out accident statistics in their respective industries in accordance with the division of responsibilities related to work safety. By December 20, 2015, safety supervision departments at all local levels must complete the account registration process for the direct reporting system. Starting from January 1, 2016, county-level safety supervision departments are required to log in to the accident statistics direct reporting system in a timely manner to enter and report each industrial safety accident. Upon receiving the accident report, the county-level safety supervision department has its information officer enter the accident details within 24 hours to prepare an immediate statistical report ； Within 7 days of the accident occurring, it is necessary to promptly update and complete the information in the accident quick report; after it is reviewed and approved by the administrator at the corresponding level, it shall be compiled and submitted. Upon receiving reports of production safety accidents, safety supervision departments at all levels above the county level shall promptly convey the accident information to the county-level safety supervision department responsible for that area, with such departments then submitting the reports directly through the accident statistics direct reporting system. Safety supervision departments at the county level and above can log in to the accident statistics system to view accident information according to their jurisdictional authority; they are also responsible for supervising and guiding the submission of accident statistics by these departments. The administrator in charge of accident statistics must complete the review and submission of last month’s accident statistics by the 7th of each month. Other relevant departments: Other departments at all local levels that are responsible for safety supervision shall, in accordance with the requirements set out in the \"Notice of the State Council Work Safety Committee on Issuing the Division of Responsibilities for Work Safety among the Member Units of the State Council Work Safety Committee\" (An Wei [2015] No. 5), strengthen the implementation of work safety responsibilities and ensure proper tracking of production safety incidents in related industries and sectors. It is necessary to establish and improve a statistical management system for production safety accidents in this industry, as well as a mechanism for sharing accident statistics information with safety supervision agencies at the same level. Other relevant departments responsible for safety supervision, upon receiving reports of production safety accidents, shall, while reporting the accident information to their superior authorities, inform the safety supervision department at the same level of the basic details of the accident within 24 hours ； Within 7 days of the accident occurring, it is necessary to promptly report to the safety regulatory authorities at the same level to supplement and improve the information in the preliminary accident report. III. Relevant Requirements (1) While using the new direct reporting system to submit accident statistics in 2016, all regions must still submit data through the existing accident statistics system in accordance with the requirements of the \"System for Statistics on Work Safety Accidents\" (An Jian Zong Tong Ji [2014] No. 103), to ensure that the data submitted via both systems are consistent and synchronized. When the time is right, the existing accident statistics system will be discontinued. (II) All regions should strengthen organizational leadership, supervision, and management of the direct reporting of accident statistics, enhance the scrutiny of such data to ensure their accuracy, completeness, and timely entry and submission.
