What is used to prepare the foaming solution in Appendix A of NB/T 47013.8?

Our company has been using laundry detergent for achieving airtightness; these days, laundry detergents produce less foam. I want to switch to dish soap, but I feel it might be a waste. Do you know of any foaming agents that are non-toxic and inexpensive? Does any fellow sea traveler know, or does your organization have a better method? Thank you for sharing.
Commonly used ones are dishwashing liquid and laundry detergent; other options are probably too expensive.
Soak the laundry detergent in warm water to produce more foam. Buy the worst laundry detergent; the worse it is, the more foam it produces.
There is a statement in NB/T 47013.8: Soap or other detergents should not be used as substitutes for bubble test solution. Today’s soaps and detergents produce little foam, and we use hot water as well; personally, I still think the quality isn’t good enough. It’s far inferior to the bubble-making devices used by children – the surface tension isn’t sufficient. If the foaming agent is an ingredient in dish soap, and no flavors or anything else are added, how could it possibly be more expensive than dish soap?
