Is the question whether a container with a jacket or coils counts as a pressure vessel?

I remember there was a saying before that if a constant-pressure reactor with a jacket is considered a pressure vessel, then if it is modified to use coil coils, it is no longer regarded as a pressure vessel； Now such ‘gray-area’ tactics can no longer be used; please provide a basis for this.
I checked the TSG R0004-2009 Regulations on Safety Supervision of Fixed Pressure Vessels; section 1.4 doesn’t mention coils at all, does it? Please specify the exact clause
