As the title suggests, given that the construction workers have already received on-site orientation, is it necessary for the owner’s production department to provide them with department-specific safety training once they enter its premises?
By \"department,\" we mean a division; each such division is responsible for managing all the external workers in its respective workshops (or departments). The safety management department is in charge of conducting safety training for these workers before they enter the facility, and those who pass the tests are issued entry permits. This is not the responsibility of the production department; in addition, workers must undergo further safety training and testing at the workshop level before they can start working there.

So, for the construction workers who start working on the expansion project, after they have received safety training upon entering the site, does the department in charge of the project need to provide them with further department-specific safety training as well? For example, the construction site of the expansion project is 100 meters away from the production unit area, which is operating normally. Personally, I think in this case it is sufficient for the construction company to provide safety training, and there is no need for the department in charge of the owner’s project to conduct additional safety training
Regarding education, in our company, the Engineering Department is responsible for safety training, while the Safety and Environment Department is in charge of monitoring to ensure that such safety training is indeed carried out.
