Issues regarding the application for qualifications for LNG skid-mounted equipment

Dear sea friends, I’ve encountered a problem recently. If one wants to produce LNG loading/unloading skids or portable natural gas refueling units, what kind of certifications are required? It seems that the latest requirement is to apply for a manufacturing license for Class D pressure vessels or gas pressure regulators. Since we don’t plan to work with pressure vessels, then how does one apply for a manufacturing license for gas pressure regulators?
Skid-mounted equipment mainly consists of pressure vessels, while pipelines and valves are auxiliary components; certification is still handled in accordance with the regulations for pressure vessels.
Relevant regulations have been issued; it seems that having the qualifications for pressure vessels and pressure pipelines is sufficient
