Regarding the air separation expansion oil system

What is the purpose of the oil path in the expansion engine oil system, which runs from the oil pump body to the return oil pipe via a throttle orifice? It can’t be the pipeline with the minimum flow rate, right?
It’s the return pipe, right? Is it used during startup?
I’m not sure about the specifics here; some pumps require a minimum flow control valve. I wonder if the pump you mentioned is designed with such a feature, but generally, a minimum flow requirement is something that multi-stage pumps need
