What causes frequent fluctuations in the liquid level of the solvent regeneration tower?

This question is too general. If only the level of the regeneration tower fluctuates, it is a problem with the control valve for that tower’s level. But most of the time, it is accompanied by changes in other parameters, such as the liquid level in the regeneration tower no longer dropping, or the liquid level in a certain absorption tower no longer dropping, and so on.
Is the heat source stable? Are the level gauges accurate? Are the pneumatic valves flexible and able to reach the desired opening degree accurately?
Is the solvent okay? Try adding some defoamer.
It mainly depends on three factors; you need to look for the reasons in these areas: pressure, temperature, and flow rate.
