Is the East experiencing a collective outbreak this year?

As the data shows, teams from the East have seen a collective improvement this year, with their performance far exceeding that of teams from the West. The Wizards, who are 11th in the East with a record of 19 wins and 19 losses, would rank 9th in the West; the Bucks, who are 13th in the East with a 13-point deficit, could finish 5th in the West. Additionally, the Nets, who are second and second-to-last in the East respectively with a 18-point deficit, could make it into the top eight in the West (with a smaller deficit than the Jazz and slightly higher than that of the Rockets). Could the balance of power between the East and West in the NBA change this year?
The Eastern team has a relatively even level of strength, while the Western team consists of just a few strong teams; the rest of them don’t perform very well
