Determination of ferrite content

For Q345R tube sheet surfacing with S30408, it is necessary to measure the ferrite content; should this measurement be taken in the transition layer or in the surface layer after welding?
Let’s test them all; if I’m not sure, I’ll wait for experts to answer
It should be measured in all cases; otherwise, how can it be ensured that the area 2 mm inside the surfacing layer has the same material as the surface of the surfacing layer?
Generally, ferrite is measured at a depth of about 2 mm below the surface layer.
It’s for measuring the surface layer; this measurement of the transition layer doesn’t make any practical sense, right?
