How are refinery utility costs calculated?

In refineries, how are the costs of utilities such as water (including fresh water, recycled water, and softened water), electricity, steam, and fuel gas calculated? Who can help answer this? Thank you so much!
For electricity, steam, and fuel consumption, the cost is obtained by simply multiplying the consumption amount by the price. For recycled water, the cost of adding new water is calculated; for new water and softened water, the cost is obtained by multiplying their consumption amounts by the price
Multiply the consumption amount by the unit price to calculate the total cost for each item; then divide the total cost of each item by the weight of the output to obtain the consumption per unit of product

More specifically, the cost can also include the electricity consumption of pumps and labor costs. Recycled water cost = amount of fresh water added (including recycled water, but at a different price), plus electricity consumption, labor costs, and chemicals.
