The **Notice from the State Administration of Work Safety on Further Strengthening the Safety Management of Chemical Storage Areas** sets out the following requirements: (VI) Further strengthen control at the source for chemical storage areas. Conduct a design review of storage tank areas that were not designed properly, and improve the equipment and facilities in accordance with relevant standards and specifications. Flame barriers or fire dikes must be installed for combustible liquid storage tanks in accordance with the requirement of one dike per tank. Tank areas dealing with **chemicals under strict supervision must conduct hazard and operability analyses on a regular basis. The requirements for a single tank and single dike are much stricter than those specified in the petrochemical regulations. Does this also need to be applied to existing Class C tank areas?
Does this single tank, single dike requirement apply to all new, renovated, and expanded projects, or only to storage tank areas that have not been properly designed? ?
The scope of application certainly includes all projects such as new construction, renovation, and expansion, provided that it involves **chemicals that fall under the categories of two high-priority types and one high-risk type. If a project falls within this category, then the person in question should follow the guidelines outlined in the notice, thereby ensuring proper approval and production processes in the future.:) lol
The problem is that the document does not specify storage requirements; this means that regardless of their size, storage tanks must all have their own separate dikes. In reality, small storage tanks for Class C flammable liquids pose little risk, so isn’t the requirement of having a separate dike for each tank too strict?
