As the title suggests, a friend recommended two brands of steam flow meters: one is from Foxboro, and the other is from Yokogawa! I need to use DN40 pipes here; this meter is intended to be used as a master meter for settlement with the thermal power plant. I would like to ask the experts: what type of meter would be suitable for my needs? Also, if testing is needed, where can one find qualified testing institutions?
For settlement, Rosemount mass flow meters are the best choice.

For steam flow meters, orifice plate flow meters are a cheaper option; Rosemount and Yokogawa EJA models work well. For low-pressure steam applications where high accuracy is required, vortex flow meters are a more cost-effective choice, and Rosemount flow meters are recommended.
Orifice plates can be used perfectly for the trade settlement of steam; measuring steam flow with orifice plates is a well-established technique – an orifice plate combined with a high-quality differential pressure transmitter is what we use for steam trade settlement here
It doesn’t matter what the brand is; what matters is the service and quality.
What makes you think that a mass flow meter is suitable for steam measurement?
I think you should first ask your colleagues or experts whether it is appropriate to use a mass flow meter for measuring steam
Emerson’s mass flow meters are from High Accuracy Micro Motion; they’re not called Rosemount, haha

For the flow sensors used in steam trade settlement, either orifice plates combined with differential pressure transmitters or vortex flow meters can be used; if budget permits, imported brands of vortex flow meters and differential pressure transmitters should be chosen. It is recommended to use a “trade settlement flow meter” for flow accumulation – its functions are significantly different from those of regular flow accumulators. Before installing these instruments, it is necessary to obtain a calibration certificate from an authoritative institution before putting them into operation. The metrology institution in China that conducts flow measurement verification and can serve as an authoritative basis in court disputes over settlements is the Shanghai Institute of Metrology and Testing. Typically, the cost for verifying flow meters used in trade settlements is around 1,000 yuan; verification certificates issued by other metrology institutions are not valid in court.
