The Modern Safety Production Management Model – the Occupational Health and Safety Management System is a modern safety management approach that emerged internationally in the late 1980s. It is a systematic, procedural scientific management system with a high degree of self-restraint and self-improvement. At its core, it requires enterprises to adopt modern management models. To make all production and business activities, including safety management in production, scientific, standardized, and effective; to establish sound self-restraint mechanisms for safe production; to continuously improve the conditions of safety management in production; to reduce risks related to occupational safety and health; and thereby prevent accidents and control occupational hazards. Implementing this management system in our country further contributes to the implementation of the safety production policy of \"safety first, prevention foremost\". In recent years, developed countries have been striving to incorporate issues including labor standards into the world economic and trade system, linking safety in production with international trade in order to create non-tariff trade barriers in practice. After joining the World Trade Organization, our country has faced many new challenges, including the tough task of meeting the occupational safety and health standards set by the International Labour Organization. Our country is a developing nation; due to factors such as its economic foundation and technological level, it has a certain gap compared to developed countries. It will be difficult to reach the current safety standards of those developed countries in a short period of time, and safe production could become a potential factor that affects our companies’ ability to compete in the international market. Against this backdrop, we must change the traditional safety management approaches of the past and establish a occupational health and safety management system that is in line with international standards. By doing so, we can gradually achieve modern, standardized, and scientific management, thereby improving the overall situation regarding work safety and helping enterprises gain an advantage as well as market access in both domestic and international competitions. In recent years, although the situation regarding work safety in our country has tended to stabilize, accidents resulting in injuries and deaths still occur from time to time, which has drawn great attention from the Party, the government, and all sectors of society. ***It was pointed out that: “Responsibility is heavier than Mount Tai; hidden dangers are more perilous than open flames; prevention is better than disaster relief.” ”****Relevant leaders of the State Council have also repeatedly emphasized the need to address both the symptoms and root causes through comprehensive management, and to bring work related to work safety onto a legal and standardized track. Encouraging and assisting enterprises in establishing occupational safety and health management systems, as well as fostering sound self-regulatory mechanisms for safe production in modern enterprises, is the fundamental approach to ensuring safety in production in our country. In June 2001, at the 281st session of the International Labour Organization’s Governing Body, the \"Guidelines on Occupational Safety and Health Management Systems\" (ILO-OSH2001) were adopted and issued, providing a solid, flexible, and reasonable foundation for countries around the world to carry out this work. **Building on its existing work and drawing on the relevant provisions of these guidelines, the Work Safety Supervision and Administration Bureau formulated the \"Guidelines for Occupational Safety and Health Management Systems\" and the \"Criteria for Auditing Occupational Safety and Health Management Systems\", which were issued in December 2001 through a notice by the **Economic and Trade Commission. The purpose of these documents was to clarify the framework for occupational safety and health management systems in China, as well as to define the leading role of the Work Safety Supervision and Administration Bureau, in its capacity as the national authority responsible for work safety, within the context of occupational safety and health management systems, and to outline the responsibilities and principles of the Committee for Guiding the Certification of Occupational Safety and Health Management Systems. Implementing a occupational safety and health management system is a significant measure in the supervision and management of work safety; it is also a concrete approach to ensuring that all employees, including managers, fulfill their responsibilities. It will undoubtedly play an important role in further promoting the scientific, standardized, and legal development of work safety supervision and management in our country.
