What is a vehicle loading and unloading station?

As the title suggests, my understanding is that it refers to locations used for loading and unloading vehicles, regardless of their size. But if there is only one or two loading/unloading arms on site, should it still be classified as a loading/unloading station? The differences between fire protection facilities and fire stations are significant; it’s not clear how such a vehicle loading/unloading station is defined.

If there are vehicle loading and unloading operations every day, it is a loading and unloading station. The fire protection design can incorporate a fire protection system based on the maximum storage volume.
