Are the valves on the bypass pipes inside the natural gas pipeline line isolation valve room closed or open under normal conditions?

For the bypass pipe inside the isolation valve chamber, if the main line isolation valve is operating properly, is the valve on the bypass pipe closed or open?
The main line isolation valve is operating properly; the valve on the bypass pipe should be closed
It definitely has to be in the off state, isn’t that obvious?
If you think about it the other way around, you’ll understand why we need to drive!
The purpose of the bypass is to be activated when there is a problem with the main path, in order to ensure continued production.~~ If the control valve on the main path is functioning properly, the bypass should remain closed. Additionally, for safety reasons, it is recommended to place signs or follow strict operating procedures to prevent the valve from not being isolated during maintenance work~~
