Why must the pipeline for feeding desalinated water into the lean amine tank be inserted from the top of the tank?

Can we enter from a place near the bottom of the tank that is close to the ground? If entering from the top, the pipes cannot go downward step by step, as this would create a pocket-like shape; a drain pipe is also needed. Please advise, O(∩_∩)O Thank you
To prevent freezing in winter, after adding water, the water inside the pipes can be drained (with the inlet at the top, it’s ensured that everything drained is water); if the inlet is at the bottom, it’s not possible to drain the water, and even if it were possible, amine liquid might be discharged as well.

The amine solution must not come into contact with oxygen; a water seal should be established at the top of the tank
