Heat exchange tubes of sulfur condenser

Both our 20,000 tons of sulfur and the 40,000 tons of sulfur use 38*4 units.
Heat exchange tubes with a diameter of 38 are quite commonly used···
According to the GB151 standard, when the outer diameter of the heat exchange tube is 38, the wall thickness is available in 2.5 and 3 mm; how is the value 38*4 derived? Some of the information I found also suggests using 38*4.
