The experts and professionals in the security field no longer wish to, nor do they have the time, to answer such basic questions ； As individuals who are students, they refrain from commenting on such rumors and misunderstandings ； An analysis is conducted based on only the following three points: First, Article 4 of the notice issued by the State Council’s Work Safety Committee on January 14, 2016, regarding the key points for work safety in 2016 [Anwei [2016] No. 1] clearly states that it is necessary to improve work safety services. Actively develop the third-party market for work safety, foster a professional social service system, and formulate policies and measures to stabilize the workforce of registered safety engineers and related firms. II: The origin of \"canceling the certification for safety engineers\"! Let’s first talk about the origin of the decision to cancel the recognition of professional qualifications for safety engineers. On May 10, 2015, the State Council issued the \"Decision on Canceling Non-administrative License Approval Matters (Guo Fa [2015] No. 27)\\", which stipulated the cancellation of 49 such approval matters, the reclassification of 84 such matters as **internal approval matters**, and the discontinuation of the category of \"non-administrative license approvals\" in the future. \"Cancellation of the recognition of professional qualifications for safety engineers\" is explicitly listed as one of the 49 administrative approvals that are to be canceled. The basis for establishing such administrative approvals is the \"Decision of the State Council on Granting Administrative Licenses for Administrative Approval Items That Must Be Retained\" (State Council Order No. 412) and the \"Notice from the Ministry of Human Resources and Social Security and the State Administration of Work Safety on Issuing the Interim Provisions on the Professional Qualification System for Registered Safety Engineers and the Measures for the Recognition of Such Qualifications\" (Ren Fa [2002] No. 87). What exactly is \"non-administrative licensing approval\"? Since the “qualification assessment for registered safety engineers” is one of the typical examples of administrative approvals that have been abolished by the State Council, what exactly is an “administrative approval other than a license grant”? Non-administrative licensing approval is discussed in contrast to administrative licensing approval; it mostly arises from administrative licensing approval matters and is implemented as an auxiliary, supplementary, and relatively supervisory function. Some of these are regulated by laws and regulations, while others are not. In the process of reforming the administrative approval system, the State Council has successively abolished and adjusted a number of administrative approvals that are not based on licenses. However, some departments have successively established a number of approval matters that are not administrative permits in various forms; these include matters related to **internal management, as well as administrative permit matters intended for citizens, legal entities, or other organizations that are established in the guise of non-administrative permit approvals. Under legal provisions, \"non-administrative licensing approvals\" are classified as \"other approvals not covered by the Administrative Licensing Law,\" and have at times been referred to as \"backdoor mechanisms\" and \"gray areas.\" On May 6, 2015, an executive meeting of the State Council decided that, in line with the requirements of governing according to law, and building on the significant reduction in non-administrative licensing approvals by State Council departments in 2014, this category of approval should be completely abolished. Let non-administrative licensing procedures completely disappear from the historical stage, allow power to operate in the light of day, **reduce transaction costs and institutional costs, and greatly unleash the vitality and creativity of market entities. What is the “professional qualification certification for safety engineers”? Please first understand the following phrases simply: 1. “Cancelling the recognition of the professional qualifications for registered safety engineers” does not mean “cancelling registered safety engineers”” ； 2. “Cancelling the recognition of the professional qualifications for registered safety engineers” is not “cancelling the professional qualifications of registered safety engineers”” ； 3. “Canceling the recognition of the professional qualifications for safety engineers” means “canceling the recognition of the professional qualifications for XXXXX”. So what exactly is the “qualification certification for registered safety engineers”? As early as September 3, 2002, the Ministry of Human Resources and Social Security and the **Work Safety Administration issued Document No. 87 regarding the procedures for recognizing the professional qualifications of registered safety engineers. Together, these two agencies established a \"Leadership Group for the Recognition of Professional Qualifications of Registered Safety Engineers\" (hereinafter referred to as the Leadership Group; the list of its members is attached) to be responsible for recognizing such qualifications nationwide. The scope of eligibility includes individuals who work in production and operation units as well as those that provide technical services for safe production; they are engaged in professional work related to safe production management, safety engineering technology testing and inspection, safety assessment, or safety consulting on a long-term basis, have achieved outstanding results, hold senior professional and technical positions, and meet the following conditions as well: (1) They abide by all relevant laws and regulations and have a passion for safe production and related tasks. (2) Persons who, prior to December 31, 2001, held senior professional and technical positions in safety production management, safety engineering technology, or in roles involving the provision of safety engineering technology services. (3) After 1995, having won provincial or ministerial-level awards for scientific and technological achievements, or having published 2 representative papers on safety production supervision and management as well as safety engineering technology in provincial or ministerial-level journals, or having authored important monographs on safety production management or safety engineering technology. (4) Having continuously worked in a production or business entity in roles related to safety management, safety engineering technology testing and inspection, safety assessment, or safety consulting for at least 5 years, with a total of 10 years of such experience. (5) Passing the assessment conducted by the provincial work safety supervision and management department on knowledge related to work safety management, safety engineering technologies, and relevant regulations. Professional and technical personnel who meet the above-mentioned application requirements may submit an application to their respective employers. Upon approval by the employer, the employer will then submit the application to the work safety supervision and management departments of the province, autonomous region, or municipality directly under the Central Government. The units affiliated with various departments of the State Council and the enterprises under central government administration can apply directly to the **Work Safety Supervision and Administration Bureau. **A total limit is set on the number of persons to be certified, and no further certification will take place after the examination. "Designating the professional qualification for registered safety engineers as a temporary transitional measure is also a compromise taken into account the fact that many practitioners in this field are older and have lower educational qualifications but possess rich practical experience; if exams became mandatory to obtain such qualifications, it would inevitably prevent a large number of these practitioners from continuing to work. III: Is the Registration Safety Engineer exam still available? On November 20, 2015, the Ministry of Human Resources and Social Security issued the \"Work Plan for Professional and Technical Personnel Qualification Examinations in 2016,\" which did not include any schedule for the \"Registered Safety Engineer Examination.\" This caused quite a stir and anxiety in the safety industry. Moreover, after the official announcement by the State Administration of Work Safety regarding the cancellation of the certification process for Registered Safety Engineers, it was as if salt was poured on those already wounded in this field. Rumors that the Registered Safety Engineer Examination had been canceled, or even that the role of Registered Safety Engineers itself had been abolished, spread rapidly and caused a great deal of concern. The Notice from the Office of the Ministry of Human Resources and Social Security on the Examination Plan for Professional and Technical Personnel in 2016 and Related Issues (Document No. 182 [2015] issued by the Ministry) states that the examination dates for other specialties not included in the annual examination plan will be announced once they are determined. >>>>>> Finally, it should be noted that obtaining the qualification as a registered safety engineer does not mean the abolition of the examination for becoming such an engineer! In other words, in the future, to become a certified safety engineer, one will have to pass an exam! Article 24 of the Work Safety Law clearly stipulates that: \"Units engaged in the production and storage of hazardous materials, as well as mining and metal smelting enterprises, shall have registered safety engineers responsible for work safety management.\" Other production and business entities are encouraged to hire registered safety engineers to handle work safety management tasks. Registered safety engineers are managed according to their specialties, and the specific measures shall be formulated by the Ministry of Human Resources and Social Security of the State Council and the Ministry in charge of work safety supervision and management of the State Council, in conjunction with relevant departments of the State Council. At present, the classification management measures are still under development......! So, it’s impossible to cancel the safety certification..... 2016 – The true spring for those in the field of security has arrived!
