On November 2, 2016, the environmental impact report for Fude (Changzhou) Energy and Chemical Development Co., Ltd.’s 1 million tons per year methanol-to-olefins project was approved by the Changzhou Environmental Protection Bureau. The public display period is from November 2, 2016, to November 8, 2016 (5 working days). On September 5, 2011, Fude (Changzhou) Energy Chemical Development Co., Ltd. received approval from the Jiangsu Provincial Environmental Protection Department for its projects to produce olefins from methanol at a capacity of 1 million tons per year and styrene at a capacity of 500,000 tons per year. During the construction phase, in order to better meet market demands and fulfill the company’s own development goals, Fude (Changzhou) Energy Chemical Development Co., Ltd. decided to proceed only with the construction of the facility for producing olefins from methanol, abandoning the project for producing styrene. On March 31, 2015, the company obtained anew approval from the Changzhou Development and Reform Commission, and submitted revised environmental impact assessment documents in accordance with relevant requirements. The project is located in the Binjiang Economic Development Zone in Changzhou, Jiangsu, and includes a 1 million tons per year DMTO unit, a 90,000 tons per year OCU unit, a 300,000 tons per year PP unit, as well as the main utility systems for the entire plant. The project was constructed by Sinopec Luoyang Engineering under an EPC contract, with construction starting in July 2013. 32 units, including DMTO and olefin separation, were completed in November 2015; the 300,000 tons/year PP plant and the 90,000 tons/year OCU plant were completed on July 29, 2016.
