Our company is a small chemical plant; the main material pipes have diameters of DN50 and DN80, with a design pressure of 8 kg, and an actual operating pressure of 4–6 kg. The material is polyether. When our company was building the factory, we applied it as a pressure pipeline, but the safety department at the headquarters said that it does not fall under the category of pressure pipelines. The disagreement between the two parties lies in the word “flammable” as described below; the brothers at the headquarters believe that “flammable” belongs to a specific category and cannot be understood literally. The polyether used in our company is a flammable chemical, but it belongs to the category of ordinary organic chemicals with a relatively low flash point. I would like to ask experienced drivers: do our pipes fall under the category of pressure pipes? Thank you. They are defined as pipelines for gas, liquefied gas, steam, or liquid media that are flammable, explosive, toxic, corrosive, and have a maximum operating temperature equal to or higher than their standard boiling point, with a maximum working pressure of 0.1 MPa (gauge pressure), and a nominal diameter of more than 25 mm.
According to building fire protection codes, this should be classified as a Class C flammable liquid, but it does not fall under the category of highly flammable liquids.
Different experts have different opinions; strictly speaking, classification should be based on flash point categories A, B, and C. Experts only copy from books and understand the surface meaning. It must be a pressure pipeline. It meets the following criteria: (1) a tubular device used for transporting gases or liquids; (2) a pipeline with a design pressure of 8 Kg or 0.8 MPa, where the maximum operating pressure is defined as being greater than or equal to 0.1 MPa; (3) pipelines that are flammable, explosive, toxic, corrosive, with a maximum operating temperature; and (4) pipelines with a nominal diameter greater than 25 mm. It is not up to experts to decide whether something qualifies as a pressure pipeline; the decision should be based on TSG D0001-2009, Regulations for Safety Supervision of Pressure Pipelines – Industrial Pipelines. Chapter 1, Article 2: These regulations apply to process units, auxiliary units, and industrial pipelines belonging to the utility systems within the boundary area, provided that they meet the following conditions (hereinafter referred to as pipelines). (1) Those with a maximum operating pressure of 0.1 MPa or greater (gauge pressure, the same below) ; (II) Those with a nominal diameter (Note 1) greater than 25 mm ; (III) When the medium being transported is a gas, steam, liquefied gas, a liquid whose maximum operating temperature is higher than or equal to its standard boiling point, or a flammable, explosive, toxic, or corrosive liquid.
