Safety acceptance evaluation

There is currently a project for a sewage treatment plant that requires a safety inspection and evaluation. Upon consulting the local safety supervision department, it was stated that evaluations for projects classified as hazardous must be carried out by agencies with Class A qualifications, while those that are not considered hazardous can use agencies with Class B qualifications. Are there any policy documents or standard guidelines to support this approach?
**As required, the documents are available with the safety supervision department
When asked the safety supervision department, they only said that grade B was sufficient, without providing any documentation to support it. I just want to ask what documents regulate this. .
