Responsibilities 2.1 The plant manager is the primary person responsible for safety in the enterprise and bears overall responsibility for safety matters across the entire plant. 2.2 The principal persons in charge of each department are the direct persons responsible for that department’s safety, and they are in charge of managing the safety efforts within their respective departments. 2.3 Each team leader is the direct person responsible for safety in their respective team, and directly manages the safety work of that team. 2.4 Employees in each position are the direct responsible persons for safety in their respective roles, and are directly in charge of managing safety matters within those positions. 3 Specific safety responsibilities of personnel at all levels. Safety responsibilities of the plant manager 3.1.1 The plant manager is the primary person responsible for workplace safety in the enterprise and bears overall responsibility for safety-related matters. He/she must conscientiously implement all relevant production regulations, rules, and standards. 3.1.2 Pay attention to the working conditions of employees as well as the safety and industrial hygiene standards in enterprises, and give emphasis to the protection of female workers. 3.1.3 Approve and issue various safety management systems, safety technical regulations, safety technical measure plans, and long-term plans of the enterprise. 3.1.4 Regularly go to the sites to understand the safety production situation, carry out research on safety technologies, promote advanced safety technologies and management methods, and approve plans for the prevention and handling of major disasters and accidents. 3.1.5 Establish and improve safety organizations and agencies; based on actual conditions, assign and strengthen safety professionals at a rate of 2 to 5 per thousand of the total number of employees in the enterprise, improve the competence of these professionals, and maintain a stable team of specialists. 3.1.6 Hold regular meetings on work safety to promptly study and resolve major issues related to work safety, and review important safety technical aspects in the introduction of technologies (equipment) and the development of new products.
