If they want to design it themselves, they will take the project to their own design institute for that purpose; if they prefer to simply handle the power supply without getting involved in the design, then you can carry out the design on your own. But generally, the electricity utility company does not miss out on the lucrative profits associated with the substation at the plant entrance (what is commonly referred to as the total voltage drop).
However, the two substation projects I’ve been working on recently were both designed by us; one is in Anhui and the other in Shanxi. They convert 10KV voltage to 380V – I’m not sure about the details there
