Location of the pressure tapping for the throttling device in the steam pipeline

The pressure tapping location for the steam pipeline during on-site installation was set at a 45-degree angle downward, whereas the standard requires it to be at a 45-degree angle upward. Will it have an impact on the measurement? The medium is saturated steam.
The impact is minimal; installing it below makes construction and maintenance difficult.
The pressure tapping point for the throttling device in the steam pipeline should preferably be at a horizontal level!
It does not meet the specification requirements. The liquid levels in the two condensation tanks may vary.
The tube exits at a 45° angle downward; thus, from the root valve to the condenser, the entire path is filled with condensate. The condensation tank is completely filled with condensate and has no gas space, and it must be fully insulated. So, what is this condensation tank used for? Isn’t it just a big pipe?
