I’m not sure what type of valve you need; for pneumatic valves, a single-acting cylinder will suffice. Electric valves also come with actuators that allow them to return to their original position in the event of a power loss, but such actuators are relatively expensive. Many domestic automatic control valve manufacturers are capable of producing such valves.
