On April 27, 2016, the process package in question, prepared by Beijing Huafu Engineering Co., Ltd. under Shenwu Group, was evaluated by an expert panel organized by the China Petroleum and Chemical Industry Federation. The head of this panel was Jin Yong, a professor at Tsinghua University and an academician of the Chinese Academy of Engineering; other members of the panel included Zhou Zhiyuan, chief engineer of Inner Mongolia Mining (Group) Xing’an Energy Chemical Co., Ltd., Jing Hongjian, chief engineer of Hebei JianTou’s Inner Mongolia project team, Gao Yang, deputy chief engineer of Inner Mongolia HuiNeng Coal Chemical Co., Ltd., and Zhao Qingsong, deputy chief engineer of Sinopec Engineering Construction Company. During the review session, Huafu Company provided a detailed explanation of the design principles, process flow, technical features, and control strategies for the non-circulating methanization process package. The expert group gave high praise to the completeness, rationality, and thoroughness of the design of this process package, and issued the following review comments: 1. The \"Non-circulating Methanization Process Package for an annual production capacity of 1.3 billion Nm3 of synthetic natural gas\" developed using non-circulating methanization technology meets the requirements specified in Sinopec’s \"Specifications for Process Design Packages of Petrochemical Plants (Comprehensive Technical Process Packages)\” (SHSG-052-2003). 2. Based on the results of pilot-scale tests, the process package draws fully on the experience of mature large-scale industrial plants; the process and control schemes are practical and feasible, and the equipment selection and material choices are in line with engineering practice. 3. The process package successfully applies a range of innovative technologies with independent intellectual property rights, such as the \"non-circulating methanization process,\" \"gradual adjustment of hydrogen-to-carbon ratio,\" and \"high-temperature resistant methanization catalysts,\" making it technologically advanced and rational. 4. All design parameters have reached international advanced levels, meeting the requirements for the construction of large-scale methanation plants, and they possess the conditions necessary for widespread adoption in the industry. Leveraging its advantages in the transformation of engineering technologies in the coal chemical industry, Beijing Huafu Engineering Co., Ltd. spent 8 years on research and testing; it achieved success in a pilot plant in 2015, and its results were verified through on-site calibration and evaluation conducted by the China Petroleum and Chemical Industry Federation. Through continuous optimization of this process technology, catalysts, and control systems, the research and development team has achieved technical results that are at the \"internationally advanced level\". “The successful development of the \"Cycle-Free Methanation Technology Package\" has not only enabled the localization of methane-related technologies and broken the monopoly of foreign technologies, but also brought about innovative advancements in traditional methanation equipment. This technology reduces energy consumption by 25% compared to foreign technologies and cuts investment costs by 20%, further enhancing the competitiveness of China’s coal-to-natural gas market and boosting confidence in this industry. It also provides a technical approach that features low energy consumption, low investment, low operating costs, and is scientifically sound and feasible. The process package for producing 1.3 billion Nm3 of synthetic natural gas per year without cyclic methanation has passed the evaluation, laying a solid foundation for the smooth advancement of the engineering implementation of this technology. Currently, this process package technology has been applied to the annual production project of 100 million Nm3 of LNG at Inner Mongolia Port Yuan Chemical.
