A few days ago, the National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued the \"Notice on Implementing Major Project Packages for the Upgrading and Transformation of the manufacturing sector\". In order to stabilize expectations, confidence, investment, and growth in the manufacturing industry, it was decided to carry out 10 key projects for its upgrading and transformation; enterprise investments in technological upgrades are expected to increase by around 15% per year over a period of three years. The Notice states that it is necessary to implement the Outline of the 13th Five-Year Plan and Made in China 2025, focus on the advancement of the manufacturing sector in terms of sophistication, intelligence, sustainability, and service orientation, and organize the implementation of 10 key projects. By implementing major project packages, efforts will be made to achieve an average annual growth rate of over 7% in the added value of manufacturing enterprises above a certain scale within 3 years, as well as an average annual growth rate of around 15% in investment in technological upgrades by these enterprises. The capabilities of enterprises in terms of independent innovation and the value ratio of new industrial products are expected to improve significantly, while the proportion of advanced production capacity, the efficiency of resource and energy utilization, as well as the standards of clean production and enterprise safety will also see notable improvements. The 10 key projects are the Intelligent Transformation Project, the Basic Capacity Enhancement Project, the Green Manufacturing Promotion Project, the High-End Equipment Development Project, the Key New Materials Development Project, the Aerospace Capability Building Project, the Electronic Information Upgrade Project, the Quality and Brand Improvement Project, the Service-Oriented Manufacturing Transformation Project, and the Major Industrial Base Construction Project. Among them, the plan for the construction of major industrial bases calls for accelerating the development of infrastructure in chemical parks (bases) at the provincial level and above, enhancing the capacity of these parks (bases) to host industries, and facilitating the relocation and renovation of chemical manufacturing enterprises. Accelerate the preliminary work for modern coal chemical industry bases in Mengxi, Mengdong, Zhundong, Ili, Yulin, Ningdong, and northern Shanxi, and construct demonstration projects for modern coal chemistry such as coal-to-olefins, aromatics (p-xylene), and ethylene glycol in an orderly manner.
