Ladies and gentlemen: The reaction vessel uses heptane (with a flash point range of 1.1%–7%), and nitrogen is used for inerting. What oxygen level is required to prevent explosion? Are there any specific documents or materials to support this?
The oxygen content must not be lower than 72.36%
Different materials have different oxygen contents as well. 2% hydrogen ; Flammable liquid 4%
Calculate the oxygen index. If the oxygen content is below the minimum oxygen index, no explosion will occur. Reference.

However, in industrial applications it is usual to keep the concentration 4% lower than the LOC, so it is sufficient to maintain it below 7.5%. I recommend that you read Chapters 6 and 7 of \"Theory and Applications of Process Safety in Chemical Engineering\" (the data cited earlier also comes from this book).
