It’s that time of year again – Safety Production Month – and companies are busy carrying out promotional activities and giving explanations, all in great enthusiasm. But in some areas and units, the effect is minimal. The reason is that only form is pursued, while the work is not thorough or adequate. So how can we ensure that the “Safety Production Month” campaign is carried out in a solid and effective manner? The author believes that the \"Safety Production Month\" should ensure seven aspects are in place. First, effective publicity and education efforts are necessary. All enterprises and organizations should use various means such as safety meetings, team leader meetings, shift handovers, morning meetings, bulletin boards, and team safety posters to promote the importance of the \"Safety Production Month\" campaign. They should strengthen safety education for employees and raise their awareness of safety, so that all staff truly understand the significance of holding this event. This will help to disseminate knowledge about various safety policies and regulations, thereby enhancing the safety awareness of the entire population. Secondly, it is necessary to ensure that all enterprises are involved in this effort. Teams for the “Safety Production Month” campaign should be established from top to bottom, with clear definitions of their responsibilities. Plans for publicity during the campaign, as well as a schedule for learning safety regulations, should be developed. Timelines for identifying and addressing potential hazards, along with mechanisms for evaluating the effectiveness of these actions, must also be established. This will ensure that the campaign is carried out in an organized and orderly manner, with a view to achieving tangible results. Third, ensure adequate safety training. All enterprises and organizations should take advantage of the \"Safety Production Month\" campaign to actively carry out on-the-job training as well as training on safety regulations and related knowledge. Employees can be organized to learn through shift handovers, safety meetings, and lunch breaks, as well as by watching educational videos featuring case studies. They learn about safety standards, regulations regarding safe production, the \"HSE Violation List,\" and the \"Top 10 Prohibitions for Safe Production.\" They are also taught to memorize the operating procedures for their positions, as well as how to identify risks and take measures to reduce them. Everything is carried out in accordance with established standards; through such education, employees’ awareness of the critical importance of safety is strengthened, thereby laying a solid ideological foundation for safe production and effectively improving their ability and awareness to protect themselves. Fourth, proper supervision of activities is necessary. All enterprises and organizations should form supervision teams composed of safety directors, safety engineers, and safety supervisors, who should go to the front lines of safety production at the grassroots level to urge and guide enterprises and local units in identifying and addressing safety hazards in order to prevent accidents. Hazard identification should be adopted as a long-term strategy to ensure the ongoing safety of employees’ mindset and production practices, as well as to guarantee the steady, ‘healthy’ and safe operation of production facilities. Fifth, hazard control measures must be properly implemented. All enterprises and organizations should, from the perspective of implementing the strategy of maintaining order in accordance with the law, fully recognize the importance of carrying out effective work in identifying and addressing hazards. Shift from a passive to an active approach, move the focus forward and lower the center of gravity, and direct regulatory and oversight efforts toward addressing potential risks and preventing accidents. Formulate thorough measures for identifying and rectifying such risks, and conduct inspections based on categories and levels to identify issues related to unsafe human behavior, unsafe conditions of equipment, and management deficiencies. Use work teams as units for these inspections, ensuring that every employee identifies the top ten potential risks in their own area of work. A inspection and correction mechanism is implemented, with crew members conducting inspections on a shift basis, team leaders carrying out inspections daily, and supervisors performing inspections weekly. This mechanism helps to ensure that all measures are properly implemented, that potential hazards are identified and corrected promptly, and that no hazards are allowed to remain unaddressed overnight; inspection and correction of hazards are carried out simultaneously. To minimize potential accident hazards around us, prevent the occurrence of severe accidents, and promote a stable improvement in the situation regarding work safety. Sixth, it is necessary to ensure that safety responsibilities are fulfilled by all employees. The corporate responsibility in this regard must be strengthened; safety production responsibilities should be implemented at every level, from company and factory/mine management to grassroots officials in workshops/teams, and from team leaders to individual workers. Various safety production regulations should be improved, and comprehensive safety organization networks should be established. Progress regarding the fulfillment of responsibilities, the identification and correction of hazards, and the implementation of corrective measures should be reported at weekly safety hazard analysis meetings. Teams and individuals who fail to fulfill their responsibilities adequately will be subject to severe criticism or performance evaluations, so as to ensure that safety responsibilities are met by everyone. Seventh, proper implementation of safety rewards and penalties is essential. The leadership teams in various enterprises and organizations should hold weekly special meetings to discuss and address issues related to labor discipline, equipment management, and safety hazards that arise during the week. In accordance with the \"Regulations on Performance Evaluation during Safety Production Month,\" rewards should be given to those who perform well and penalties imposed on those who fail to do so, ensuring strict enforcement in order to maintain safe production during this month and thus laying a solid foundation for safe production throughout the year and in the long term.
