Problem with operating pressure of the startup heater

There is a steam heater in use; its operating pressure must not exceed 2.05 MPa before it is raised to 93°C, and it needs to be reduced below 2.05 MPa before it is lowered back to 93°C. In other words, both before and after this steam heater is put into operation or taken out of service, its operating pressure must not exceed 2.05 MPa. What is the reason for this?
The temper brittleness of chromium-molybdenum steel; however, materials have been improved nowadays, and many no longer suffer from this limitation.
