May I ask, our company has manufactured a fixed-tube-sheet heat exchanger, reusing the tube boxes at both ends, and the design institute has provided the official drawings. During the supervision and inspection process, in addition to checking the shell-side pressure test, is it also necessary to conduct a tube-side pressure test?
First, check whether the existing pipe box matches the design drawings, identifying any significant discrepancies, and confirm whether the pipe box meets the requirements for reuse; Secondly, conduct a thorough inspection of the tube box (inform the supervision department) ; Third, a piping pressure test is necessary.
Article 3, Paragraph 4 of the Rules for Supervision and Inspection of Boiler and Pressure Vessels: Since it is manufactured as a pressure-bearing component, is it also necessary to conduct a pressure test on the tube side? Please advise

As a pressure-bearing component, the shell-side pressure test has been subject to supervised inspection. Since the manufacturer does not have the necessary facilities for the tube-side pressure test, I would like to ask whether it is necessary to develop custom testing equipment in order to carry out this test

Otherwise, there is no need to do it (provided that the tube box is not at the manufacturing factory; if the user brings the tube box to the factory, out of a sense of responsibility toward the user, it is still advisable to do it). )
