Valves for condensing systems

I have a question: Water is injected at the packing of the valves on the negative pressure side of the condensing system to prevent air leakage. What is the technical name for such valves? Also, is water flowing? Is it easy to get frostbite in winter?
It should be a pressure relief safety valve, sealed with water; the water remains at a flowing state, so it won’t freeze in winter.
The inlet valve of the condenser water pump in the surface cooler of condensing steam turbines is of this type; a pipeline is led from the pump outlet to the packing area of the inlet valve to prevent air from the environment from entering the vacuum system.

This is not an atmospheric safety valve; the valves located in the vacuum section of a normal condensing system are all of this type, equipped with a water seal or a bellows
