I checked as well; it’s not enabled, and there’s no news on the Shanghai examination website either.

I clicked on it to take a look, but I still couldn’t make a reservation; it showed that the service isn’t available in that province

On the China Personnel Examination website, it is possible to choose to register from various provinces, but it seems that no registration portals have been opened for any of these provinces yet
