Are gaskets needed for flange connections?

When connecting chemical industry pipelines, flanges are secured using double-headed bolts. Are shims and flat washers necessary for these double-headed bolts? If it is not on a pipeline, should shock absorbers and flat shims be installed at locations subject to vibration, such as the pump’s inlet and outlet or the inlet and outlet of heat exchangers?
I basically don’t use gaskets on the pipes I use. It is used on vibrating pipes. By the way, I’m not in the chemical industry. ;P
I’ve never seen gaskets used for pipe flange bolts.
I’ve really never seen double-headed bolts on pipes used with flat washers and spring washers. This is generally used on the foundation bolts of mechanical pumps and on the electrical distribution boxes.
Are flat gaskets and spring gaskets required on the inlet and outlet flanges of the pump?
I’m not sure if there are any relevant standards regarding whether flat shims should be used when connecting pipes with bolts
