The business scope listed in our business license includes professional contracting and project investment. We undertook the energy-saving technology renovation project for a private industrial enterprise in XX County, Shanxi Province, using a lump-sum contract with upfront payment (amounting to nearly 200 million yuan). Our company also entrusted a design institute with design qualifications to carry out the construction drawings for this project, and simultaneously hired an engineering management company based in Shanxi Province to handle project management. Our company conducts tenders for various subcontractors involved in the engineering project (both within Shanxi Province and outside it). Does our company need to obtain a registration permit to carry out construction work on this project in Shanxi? If we need to handle it, but we don’t have the necessary construction qualifications! ! If it is not necessary to go through the process, do the subcontractors from outside each province need to handle it separately on their own? Does the design institute need to go through the process? First of all, what you do doesn’t fall under the category of EPC; EPC requires specific qualifications. What you do is more like that of a consulting company, an agency, or a management company for the owner. All you can charge is a management fee. From a regulatory perspective, you don’t need to obtain any permission to operate in this field – such permits, which exist in various provinces, are intended for construction companies.
