The project began with a safety assessment; once that was approved in Anping, when the project entered the design phase, it was found that key standards required to be applied had been updated. The overall layout determined during the initial safety assessment needed to be adjusted, and the scope of these adjustments was quite large. At this point, it became necessary to conduct a new safety assessment.
If the overall layout determined during the initial safety assessment needs to be adjusted, and the extent of those adjustments is significant, then the criteria used in the original assessment have changed substantially; theoretically, it is necessary to conduct a new assessment. But if the risk associated with this project is not very high, and there are no specific requirements from the safety supervision agency, then this change can simply be incorporated into the design of the safety facilities.
