Can brainstorming truly be implemented during a Hazop assessment?

Technicians and workers have heavy production tasks, making it practically impossible for them to participate in risk assessment. I would like to ask those organizations that have already conducted hazop evaluations how they implement brainstorming sessions
If the production workload is heavy, each unit can first analyze the issues that have been considered on its own, and then find a time to discuss all the identified issues together. This can reduce the time spent on face-to-face meetings
So how should that evaluation work be carried out?
