Issues regarding the insulation of chlorine-hydrogen pipelines

I would like to ask everyone: Is it necessary to insulate the chlorine and hydrogen pipelines resulting from electrolysis in the caustic soda plant, which lead to the chlorohydrogen treatment system? In our system for electrolyzing to produce chlorine and hydrogen, the distance is 200-300 meters. The chlorine pipeline is equipped with a drip pipe, as well as a chlorine water seal tank that has an inclined slope. The hydrogen pipeline does not have a drip pipe; instead, it has two hydrogen water seal tanks. The main pipes for chlorine and hydrogen outlets in our electrolyzer, as well as all the pipelines from D260 and 270 to the chlorine-hydrogen system, have been insulated. I think this is unnecessary and should be removed in order to reduce the load on the subsequent equipment; of course, this is on the condition that there is no water accumulation in the gas-phase pipelines. I would appreciate it if the experts could provide more guidance
Whether insulation is necessary depends on the ambient temperature in the area where the enterprise is located. In summer, insulation is unnecessary, but in winter, when the ambient temperature is around minus ten degrees Celsius or even lower, it is essential to insulate the pipes; otherwise, the pipes will freeze up and block the gas pipelines, with serious consequences.
