Why does the chlorine system often experience pressure fluctuations?

The chlorine pressure fluctuates greatly; there isn’t much water accumulation in the chlorine main pipe, and draining it doesn’t have any effect. The fans and turbines are also working normally. Please, experts, help analyze this issue. Thank you

1. Check whether the automatic valves are working properly, and switch each one to manual mode for discharge. 2. Check whether there are any leaks in the chlorine pipeline running from the electrolysis cell to the chlorine washing tower and then to the turbine, as well as whether there is water accumulated due to liquid seals that have not been drained. 3. Use a mercury column or water column to check the air resistance values of the chlorine and hydrogen-related equipment to determine whether they are within the normal range or if there are significant fluctuations. 4. Address the issue of unstable suction force in the centrifugal turbine.
Thank you. In two cases, normal operation was restored after draining the chlorine gas main; in a few other cases, draining it had no effect, and normal operation was restored automatically after a few hours. I’m not sure what’s going on
