How can one obtain an intermediate professional title without a helper certification?

I used to work for four years at a refinery belonging to CNPC, where I was promoted to assistant engineer; however, the company did not issue me a certificate. After that, I resigned and worked at a private company for two years. Now I want to apply for an intermediate professional title, but I’m not sure how to handle this situation
I don’t know what the requirements are now. A few years ago, when I was applying for an intermediate-level certificate, my assistant worker certificate from my previous company wasn’t considered a valid document from the place where the application was submitted, so they simply wrote that I didn’t have such a certificate. But it does not affect the application for the intermediate certificate.
These days, the evaluation of such engineers varies from place to place; in some places, they get approved without the company having to submit any applications, and it’s always the large companies that pay heavy taxes at the local level
