Oxygen buffer tank issue

Is it feasible for a vertical oxygen buffer tank to have no pipes at the top, but rather inlet and outlet ports, a safety valve port, a manhole, and a drain port in the middle and lower sections? I think there should be an exhaust vent at the top of the equipment, as well as a pressure gauge connection – is that correct? I would like to ask the experts here.
It’s not necessary to press it on the top of the device, right? Just set it in the system
