According to the fire protection regulations, clause 3.4.2 states that when a storage tank is equipped with a fixed cooling water system, the amount of outdoor fire-fighting water required must be no less than the value specified in Table 3.4.2-3. This is easy to understand: the amount of water for foam application, plus the amount needed for cooling, plus the water required for outdoor fire hydrants equals the total water needed for fire fighting. The water used for outdoor fire hydrants is primarily for protecting personnel and replenishing water for fire fighting purposes. For a tank with a capacity of 5000 m3, this amounts to 15 L/S; But when using a mobile cooling water system, does it mean that the amount of cooling water needs to be adjusted, and the design water volume for outdoor fire hydrants must be calculated again? The exact wording of the standard is: “When a mobile cooling water system is used, the design flow rate for outdoor fire hydrants shall be determined based on the design parameters specified in Tables 3.4.2-1 or 3.4.2-2.” What does this mean regarding the amount of water required for outdoor fire hydrants when a mobile cooling water system is in use? Should we only consider mobile cooling water and not take into account the water volume of outdoor fire hydrants? Personally, I think it’s the latter. Do fellow sailors have any better opinions?
