Where does the standard of allowing a measurement error of 0.3% in oil product trading measurements come from?

Regarding the measurement of oil in oil tanks, it is said that the allowable measurement tolerance is 0.3% (three thousandths); I’m not sure which specification or standard sets this value. Thank you all.
No official standards or specifications have apparently been issued; in the 1990s, the current Quality Inspection Administration conducted a survey to gather opinions, but no formal documents were released. According to the Quality Inspection Administration, such standards are determined based on industry practices or mutual agreements.
Perhaps regulations within the oil or petrochemical industry
There are national standards in place; I haven’t been working in metrology for many years, so I can’t find the standard numbers right away

I recall it being 0.2 percent. For long-term contracts, it’s over 1 percent with the other party bearing the cost
