Fire safety review issues for Class A factories over 24 meters in height

Many gas production plants are over 24 meters in height, which classifies them as high-rise buildings; however, according to Building Code Category A, this is not allowed. New projects face difficulties during fire safety inspections, but in reality, gas production plants are indeed quite tall. Have you encountered such situations? How do I explain this to the fire safety inspection?
The gas generation plant built by our company also has a height of over 24 meters; this is done to prevent it from being classified as a Class A plant, by keeping the upper part of the plant open and thus avoiding the classification as a Class A plant
